Permissible?  Yes.  See RFC 2822.  In practice, it is a frequent
moniker of spam, but also of traditional, desired bulk email.

Personally, I cull out lists and bulk mail I've subscribed to,
and whitelists, then have in my spamtest arsenal a test for
the perp's having used my upstream provider in the Message-ID.
It's a very nice test.
