this is my .procmail file

this is what I get in the log file, which make think everything runs OK:

what I want to achieve:
I want to procmail pruduce a file name down.lck in:
/Big_Brother/attachments/faxsrv/disk .
then I want procmail to run a perl script which checks this directory for
existence of down.lck file, and send mail with predfined attachment to a SMS
server.
the LOCKTIMEOUT is ment for delletion of down.lck after 20 sec, so it will not
send me SMS over & over.
the LOCKSLEEP is ment for recrearion of down.lck after 360 sec.
I need to duplictae this rule for some more servers.
my problem is down.lck doesnt dreated at all, & thus script doesnt work.
please help
