If a user has a procmailrc that tests for user in whitelist ie

The dot doesn't match newlines (see procmailrc(5))
That's correct, but when matching a header procmail unfolds the wrapped
fields so the only newline is the one at the end of (the last line of)
each field.
Proof:
-----
VERBOSE=yes
:0
* ^X-Spam-Status:.*USER_IN_WHITELIST
{ }
HOST
-----
procmail: [31420] Tue Aug 26 13:00:47 2003
procmail: Match on "^X-Spam-Status:.*USER_IN_WHITELIST"
procmail: Assigning "HOST"
