Created two test accounts that are identical in everything ...
And the names of these two accounts would be ...?
Created an empty ~/.procmailrc file in both accounts with mode 600

proper owner+group.
Is there a writable directory in their path?
Any interesting hints in logfiles, like /var/log/mail.log, or ...?
