I don't believe it does, but I don't know why it ought to, any more than
INCLUDERC ought to.  Why prevent the sysadmin from dividing his recipes
into several files and switching among them as conditions warrant?

Sorry, I partly misread the question.

No, unsetting SWITCHRC doesn't in and of itself cause procmail to drop
privileges, but as part of the sequence of ending /etc/procmailrc and
beginning $HOME/.procmailrc, privileges will get dropped just as they 
always are, so the effect is the same.
