There isn't going to be anything you can do about that.  It indicates
that they must have used the "c" flag somewhere, at which point the two
"stanzas" (as you put it) will operate independently.

some such voodoo which forces procmail to stop processing that message
(and therefore leave it in the inbox?

I believe you're thinking of SWITCHRC.

There's also HOST, but (un)setting *that* will cause procmail to exit
without delivering the message at all, which would most likely cause it
to be lost.  (I've been guilty of confusing HOST and SWITCHRC in the
past; it's a mistake you don't want to make.)
