Can procmail do this?

Can procmail be reasonably expected to do this:

Take an email that is addressed TO a designated email address (1) AND 
FROM a designated email address (2) or domain and FORWARD to a 
designated email address (3) where (1), (2), and (3) are different 
email addresses?
