I don't know how particular you intend to be about your terminology FORWARD. Assuming you just want the mail to get there, this should work:

:0
* ^TO_ one(_at_)one(_dot_)com
* ^From:(_dot_)*two(_at_)two(_dot_)com
! three(_at_)three(_dot_)com

If you're concerned about having the envelope from not change, then others might be able to help. But that's not recommended anyway, as it breaks SPF.
