You obviously don't mean that procmail attempts to execute a HLT 
instruction in privilege mode.

Still not getting your point.
As in, will it not scan the rest of the line it found?
Or in, it will skip to the action portion?

... and so move on to the next rule or action.

It would seem not, but I'm still not sure what you mean.
As soon as a match occurs, the rule matches, and it goes looking for 
something else to do.
If you want it to match all the way to the end of the line, use a '$' 
to anchor the end of the expression.
