As Sean already pointed to, probably permissions. But yes, there can be
other reasons.
We need more info: What the logs say? What happened if you
swap sector3 before sector2?
Yes, the logs are important. Also more details about the
/etc/procmailrc, like whether there is a DROPPRIVS='yes' above these
lines.
