Because their customers are paying for a network connection, not for a
connection to everything except port 25?
You have every right to configure your network to refuse connections
from anyone, on any port, for any reason. You don't have the right to
tell any other two networks that they're not allowed to connect --
unless you own some portion of the intervening infrastructure, in
which case those other two networks have every right to route around
you, which in Verizon's case would mean their customers leave them for
another ISP. Follow the money.
Beter solution is to install iptables and allow only
1) passing via YOUR SMTP relay
2) using directconnections but limit them
to e.g. 1 per minute or such...
This will not bother "normal" Internet users and prevent,
Spamers and Viiris to send out an unlimited number of crap.
