No, mailman is GNU-ware and it's fairly MTA-agnostic. In fact if
anything it's a bit sendmail-centric, as it uses aliases to route list
mail into the appropriate programs for processing. Recent versions of
mailman are written in python.
Mailman has its own spam-filtering plugins and it's unlikely that
procmail is getting involved at all, unless there's been a deliberate
(if mistaken) misconfiguration.
