Yes, it's typical of UW-IMAP, which uses mbox format.
That's what +1 is usually used for, to skip that pseudo message.
Another very common use of +1 is splitting digests, because formail
would see the opening banner and the table of contents as the first
component message, when in fact all you want are the actual articles
that are wrapped inside it.
