If you're delivering for a USER WITH AN ACCOUNT ON THE SYSTEM, either rely
on procmail as LDA (if so configured, which is a fine idea), or use a
.forward in that users' home directory.
That's what I was missing. I had started with a local alias, then
converted to a full user ID, forgetting that with a full user ID,
scripting work needs to be done from .forward, rather than at system
level with the aliases.
I removed the alias, and it looks like things are behaving correctly.
