Did you also perhaps change mail transport agents, say from sendmail
to postfix, when you upgraded the OS? This sounds like an issue with
the way procmail is being invoked by the inbound SMTP server.
The other possibility is that you've enabled SElinux, and that's
what's denying your access. Try running "audit2allow" and/or
temporary switch SElinux to issue warnings only and see if that
changes anything.
