"^TO" is a macro which procmail will expand to something that already
contains a colon, so having the colon there at all will break this
most of the time.
Perhaps, rather, what was meant was
* ^TO(plug-discuss(_at_)lists(_dot_)PLUG(_dot_)phoenix(_dot_)az(_dot_)us)
The parens are unnecessary there but make it a bit more obvious where
the macro ends and the address to be searched for begins.
