I need postfix to run procmai for inspection on every email even if its not
local to a mailbox and will be forwarded out.  Is that possible?

If you look through the hits of google on "procmail rewrite subject" you
should see several reasonable examples that'll give you an approach.
Depending on exactly what you are trying to accomplish one method might be
somewhat better than another.
