The problem with that is that the bulk of Procmail users are operating it on ISPs with shell accounts and the like rather than personally controlled machines, and so would have to do installations at the local, rather than the system, level, which creates issues, both because of the perceived difficulty (note qualifier), and because of permissions issues.

OTOH, the credible threat of a fork might engender changes in the posture of those involved which would encourage further development.
