I don't think we can trust domain names returned by the in-addr.arpa
RDNS lookups.  Many spammers have control over the IP addresses and
can make the RDNS names of their IP addresses match anything they
want. 

people will complain about this because any given small machine can
.forward to any other given small machine.

Agreed, a global white list doesn't solve all the problems.  Part of
the solution has to be that people use SPF, SRS, and
local-whitelists.  It is going to be a lot easier to convince smaller
machines that "they have to change" than companies such as eBay,
monster, and amazon.
