PTR does validate A also, correct?

If I say 'allow PTR', then it does check both the PTR and the
A to make sure there's a valid match, correct?

IE an evil spammer wants to send email as @example.com ip
addr 102.259.10.10, a network he controls, and sets up a
PTR listing that as 'blah.example.com'.  However the actual
example.com owners don't have an A record for blah.example.com
that resolves to 102.259.10.10.

Said spammer's mail will fail, correct?
