<responsible-sender> header selection algorithm

When I bounced this message to myself twice (to mengwong the first time
and mengwong+foo the second time), mutt appended Resent-* headers.

The algorithm has to accommodate Resent headers that are appended by
MUAs and that are prepended by forwarding MTAs.

What a mess.
