Did you really mean that last statement?  The point of SPF is to list
the outgoing MTA's for a given domain, not the reverse.

Most MXs will also send out DSNs, so they should have an SPF record. Of course, they only need to be authorized for the domain given in the EHLO parameter, as DSNs are sent with an empty return path.

If the MX is configured to send mail through a different MTA at that installation, it will not need to have an SPF record.
