Do the rules not require that the patent is licensed on a
non-discriminatory basis? If so then (at least for Internet software)
does this not mean that it *must* be Royalty Free, otherwise it
discriminates against free (however that is defined) and open source
implementations (which traditionally have been the backbone of the
Internet)?
