What is the standard? Is the shorten format allowable? I didn't see any
short example in rfc1812.

Is the specific domain SPF policy IP4/CIDR setup incorrect? What is the
proper IP4/CIDR format for the above?
The BNF in the SPF spec does not make allowances for short IP
addresses like X.Y.Z/19. If I recall correctly, the M:S:Q Perl code
will accept it, other implementations probably follow the spec.
