JFTR, that's the comment submitted by the EFF (for those of us
behind a modem line, where loading the same 312 KB is a PITA).

The EFF comment was the one with "Sender-ID is dead" before it
continued with general considerations, IMHO unrelated to the 
FTC questionnaire.
