The PHP SPF parser is quite clearly stated as "BETA" quality, and given
the changes made since Richard supplanted the code on my network its no
surprise that there are problems about. This is why a response is
returned from both libSPF as well as the PHP parser. Richard has just
completed writing this when it was handed over and likely decided that
adding a check by the C library was prudent given the age of his new
code.
In addition to this, people may try and submit records after having
recently changed their DNS, and as much as I would love to say that
records are not cached by the nameserver used by the spfTools.net
website, there is little I can do about this since sites the world over
speak cached data to it.
Work is progressing on the new spfTools.net and the new tools will
attempt to work around this and other currently known problems stemming
from DNS.
