Yes

Shouldn't SPF check on this MX record result in NXDOMAIN?

I would say the the ip address in MX record should be ignored, so only 
dmss.2.webindia.com would be result of such MX lookup. Putting warning
in the logs about the ignored mx entry may also be appropriate.
