For everybody's information, the Center for Democracy and Technology has
issued a report: "Spam 2005: Technology, Law and Policy". At a quick read,
it seems to be a thoughtful document, particularly with regard to the free
speech implications of blocking spam. The report can be downloaded in pdf
format at http://www.cdt.org/speech/spam/spam2005/.
I find it interesting that there is practically no mention of SPF, except by
Microsoft where it is implicitly a part of Sender ID.
Perhaps someone on the council might contact CDT?
