Between 10-111, it's up to the recipient if they are lenient, as the 
spec does not require them to be.

This is the gray area I was talking about.

If you exceed the limit of 10 (X) you won't be reported to your ISP or 
the police, but your mail might not go through. Don't complain, as 
you've been warned.

Why be lenient at all?  

"You may publish more than 10, but it probably won't do you
any good and it may even harm delivery as receivers are not
required to check more than 10".

vs.

"No more than 10 records may be present. Receivers shouldn't
check more than 10 records".

Shorter, better, no room for error.

I really can't see the point in allowing to publish 11-111
(to stay with your example).

If your intention is to separate stupidity from malpractice,
and nothing more, then this wasn't clear to me and I'd suggest
to use different wording.  Also in that case, do not allow
receivers to be lenient because people _will_ end up in that
gray area.
