It depends on your policy.  ~ means SOFTFAIL - often used when testing.
Receivers SHOULD accept mail with SOFTFAIL, possibly with a DSN warning
of the possible error.

Your recipient is obviously screwed up.  It is not clear that your SPF record
has anything to do with their problem.  They are likely not even
checking SPF, because their error message doesn't say anything about it.
