It's a difference for post-processors (e.g. SA scoring) if
they find NEUTRAL in a SPF-Received: header.

NONE could be a temporary DNS glitch.  NEUTRAL is specified
in a sender policy.  Some cases of NEUTRAL (excl. ?all) have
a very exact meaning in their context, roughly "maybe it's
me, but I'm not in the position to guarantee this".

These details are irrelevant for automatic processing, but
it starts to get interesting if you analyze mail abuse.
