Who is managing the spf.pobox.com website?

People,

More and more cries for help come in.  Users are told, by the
SPF community (http://spf.pobox.com/wizard.html click "explain")
to register.  The registration part does not work anymore for
a long time now.

This isn't the first time I ask, and I am not even the first one
to ask, so please forgive me for shouting.
