The mechanism tries to match an IP address. If it succeeds, something
is to be done with it, else skip this mechanism and continue.
Hence, "when-matches" or "action" seems proper.
Unless I see a lot of consensus on one name and a consensus that this
is really a worthwhile change, I will vote no on any proposed changes.
I can live with either no change, or with "action"/"when-matches"
