Hi, here's another idea about these UTC / AWOL issues:
The Chair creates a script translating UTC meeting times
into the four (?) relevant local time zones.
The script sends mail invitations to all Council members
48, 24, 12, and 6 hours before a scheduled meeting.
As soon as a Council member knows that he can't make it
he posts this info on the Council list. If more than one
member can't make it the meeting is obviously cancelled.
As soon as this is clear a new default date like "next
Wednesday" is determined, and a new invitation is sent
to all Council members (mentioning the fact that it's
superseding any former invitation).
