No (copied from STD 66 / RfC 3986), 2821 allows leading zeros.

There was an I-D explaining this issue, but I forgot which I-D.

Essentially it's a matter of taste, no leading zeros is never
wrong or ambiguous,  With leading zeros you'd get some strange
test cases, e.g. 128 leading zeros.
