Yes.

Absolutely. The UDP packet contained the "truncated"
bit, so the query mechanism is expected to retry with TCP.
Just the same result as one would expect with a large number
of MX entries for a given domain, or for a lookup of some of
the root name servers.
Does such re-submission using TCP after a truncated UDP
response COUNT among the "10 lookup limit"?
