No, it does not count against the SPF process limits. Maybe it
should, but it is almost impossible for the application program
(e.g. the SPF implementation) to detect with a long SPF record
required the caching DNS resolver to fall back to TCP, or when it
simply used EDNS0 and a UDP packet that was larger than 512 bytes.
