We did. I bothered Wayne with it until he invented a real
story (= greylisting) how "SoftFail" could be useful. It's
a historical oddity. I refuse to defend it, but when I look
for something to attack I hate "exp" (plus related macros)
more than "SoftFail".

I treat softfail as "debugfail" or "neutral with debugging DSN replies". It
accepts the message (subject to additional requirements similar to a neutral
result), but sends a DSN (rate limited) to the alleged sender
informing them of either a forgery or an error in their SPF record. When
their SPF record has been debugged, the sender can switch to fail. They
can switch back to softfail any time they need additional feedback.

If most receivers treated softfail as "debug", it would be really useful.
