"traditional forwarding" works just fine with SPF.

John is convinced that forwarders won't upgrade. From that
POV it's logical that he can't support SPF MAIL FROM FAIL.

Traditional forwarding doesn't cause SPF fail UNLESS the checker
is FUBAR. A correct checker doesn't check connections from
authorized traditional forwarders. If it is not authorized by
the receiver, well then both the receiver AND the sender want it
rejected.

The whole "problem" with forwarding boils down to receivers
not doing their homework and identifying their forwarders - AND
then doing strict check anyway. This is like a sender not doing
their homework and identifying all authorized submitters - AND
then publishing a strict policy (-all) anyway.

The only thing even approaching a "forwarding problem" with SPF
is when a sender wants to use a Greeting card or Political email
web site - and the web site email generator is FUBAR (forging the MFROM). If a
sender wants to use FUBAR web email sites, they will have to use a relaxed
(?all) policy.

OT - the Political web email sites are just money grubbers anyway. They
*could* tell you the recipient email addresses so you can send a message
yourself (saving you the trouble of looking it up in the Congressional
directory). But NO, they want you to feel like you need them and send
them a check. Besides, a handwritten (not printed) paper mail message
is weighted an order of magnitude more than an email (which are mostly
ignored).
