I just noticed that the FTC has published the answers they received.
There were only 4 of them. See:

The first is Serre Murphy and tested SPF, PTR and others but is not very large and
probably not statistcally interesting.
The second one is David Woodouse, but not testing SPF, and he has no numerical
data at all.
The third one is Hector Santos testing a wide mix of protocols including SPF, but with
large numbers.
The last one is Frank Ellerman testing SPF only with some numerical results.
What the FTC will make of the combination of those four results I don't know, but it
hardly justifies any action.
Interesting comment from Frank about logging. Is is not possible to log SPF
actions pre-DATA?
