Format yes. Coolmail.com has to have an SPF record for this to work (it
doesn't now).
PTR is legal, but should be avoided if at all possible (it's virtually always
possible).
Testing can be done at http://www.kitterman.com/spf/validate.html
I've cc'ed spf-help. I'd recommend follow-ups there.
