From where I can get spf milter 
I have installed sendmail using rpm so any location to get rpm of spf
milter

documentation of how to implement spf in sendmail

I got carried away, forgot to say you need to also add
define(`confINPUT_MAIL_FILTERS', `spfmilter')dnl

to your sendmail.mc before running the m4 command.  So the two lines you
need are

INPUT_MAIL_FILTER(`spfmilter',`S=unix:/var/run/spfmilter/spfmilter.sock,
T=S:4m;R:4m')dnl
define(`confINPUT_MAIL_FILTERS', `spfmilter')dnl


Currently Im using sendmail(8.12.8) as an MTA in red Hat Linux 9, I 
have installed sendmail as an rpm & generated my customised 
sendmail.cf using
m4
