I think so.
The current draft hasn't expired and won't expire because it is in the
RFC editor's queue. The spec is still referenced on the website and
such.
Also, a lot of work was put into the this draft to make it as
compatible as reasonably possible with previous drafts and
implementations. So, the spec tries to match what is deployed and it
is hoped that where things are different, implementations can be
easily fixed.
