You mean, like in:
1. Bob
2. Alice
3. None ...tied with...
3. Clark
4. Denise
...
? Then that would mean that equally as many ranked Clark higher than None
as did rank None higher than Clark. As a result, I think Clark should be
considered elected, since a majority did not vote "against him".
