SPF is *NOT* a solution for spam. It might help though as it is meant
for validating the origin of the message and a spammer needs to pick a
valid source domain.

postmaster@ is the address to complain to, they should tighten up their
SPF record.

IMHO.... having ?all is pretty useless. Having an error description at
the end is much better, eg url pointing to how the customer should
configure their mailsetup and that they need to relay through box X.
