That's a perfect sender policy, nothing to complain about.

If all the publisher wants is to be white-listed for PASS
on his favourite routes by AOL it should work as expected.

If the publisher thought that it helps against forgeries
he'll now have tons of evidence why that was an error.

The spammer abusing NEUTRAL policies helps to educate both
receivers and publishers that NEUTRAL isn't "better" than
NONE, as specified.  But it's not "nothing", at least the
publisher hopefully knows how to get a PASS for his mails.
