If SPF-private isn't the solution maybe you need something like council
AT openspf.org for "official" + "private" mails.

SFP Ccouncil members will see all emails sent to
spf-council(_at_)v2(_dot_)listbox(_dot_)
com even if somebody is not subscribed. These emails are by default
moderated and would not be be seen by anyone else unless they are
approved.

I don't think council members will see every message sent to spf-council@
v2.listbox.com. A lot of spam is sent to that address every day from
non-subscribed addresses, but I never see a single piece of it, unless I
explicitly go looking for it in the Listbox admin interface.
(Technically, you could send it to
spf-council-owner(_at_)v2(_dot_)listbox(_dot_)com and
all council members would get it, but don't do this.)

Private messages to the council should really be sent to one or more of the
council members. If in question, send it to the secretary. I did receive
a few messages in my position as the secretary last term, most of which I
forwarded to spf-council or spf-private, as I deemed appropriate.
