According to my reading of that picture, the "Assign RFC #" step is
before AUTH48.  Do we have a number?

I have no idea, but in any case we're in AUTH48 if the RFC Editor's queue 
[1] can be trusted.  If Wayne and Meng have been sent the final edition of 
the draft (as reviewed by the RFC Editor), it would be my guess that it 
already includes the RFC number.
