"Not only digits" affects the root servers, I could dig for a draft
discussing this issue.  IIRC they even considered to create pseudo TLDs
to reduce the load for this crap.

I do know the technical reason for not allowing only-digits domains.
I just said that such a restriction doesn't have to be codified in the 
formal grammar but that a verbal note (like we had before for the 
"toplabel" definition) is sufficient.

(BTW, Frank, don't take it personally, but I think your use of the term
"singleton TLD" is inappropriate and confusing.)

Straight from 3066bis, and it wasn't me who proposed this term for a
single <alphanum>.  It's also used in Bridge (the card game) terminology.
What do you think it means ? 

In maths context, it's a set with exactly one element (but names, including 
domain names, aren't sets -- they're permutations).

In DNS context, I'd interpret "singleton domain" as a domain that is the 
sole name within its parent domain.  Like "a.only-a.com" within 
"only-a.com" (unless "a" is misleadingly NOT the only sub-domain, of 
course).

But I'm not a native English speaker, perhaps my interpretation of 
"singleton" is too strict.
