In x.com, the TLD has three characters.
And 2606bis (the -00 draft) tried to forbid it also for SLDs.
My objections on the general list led to the foul compromise
"for TLDs it might be a good idea"... :-( Maybe there are
also technical (backwards compatibility) reasons, folks were
used to implement (obscure) hardwired TLD lists for decades,
and "less than 2 or more than 4 is invalid" _was_ an idea (?)
